Over the last five years 15% of fatal injuries in agriculture, forestry and fishing in Great Britain have been as a result of falls from height.

Moreover, according to the Health and Safety Executive, agriculture has the highest rate of fatal injury of all the main industry sectors, around 18 times higher than the all industry rate. At the top of health and safety priorities for construction, agricultural, forestry and climbing businesses are the 1998 Provision and Use of Work Equipment Regulations (PUWER) and Lifting Operations & Lifting Equipment Regulations (LOLER).

Whilst a PUWER assessment applies to the safe use and installation of all work equipment from machinery to tools and apparatus, LOLER thorough examination is a legal requirement specifically for hydraulic lifting equipment and applies to any situation where a load is lifted, lowered or suspended.

Covering a wide range of machinery from cranes and hoists to stairlifts, dumb waiters and ropes, LOLER regulations apply to a whole host of enterprises and self-employed contractors.

To meet LOLER regulations it is the responsibility of a business to have all lifting equipment examined regularly. The legal minimum for examinations on lifting accessories and equipment used to carry people is 6 months. Annual inspections are required for all other lifting equipment. However, many companies choose to have LOLER inspections every three months for equipment that is used frequently or put under strain.
